Maryland State agency regulations are compiled in the Code of Maryland Regulations (COMAR). When new legislation requiring an addition or deletion from the regulations or the Alcohol and Drug Abuse Administration (ADAA) determines that substance abuse regulations must be reviewed and revised the Legislation and Regulations Section is responsible for completion of that process.

A committee is formed internally to include those from all Divisions, the Medical Director and the Assistant Attorney General assigned to ADAA. The committee determines where needed changes must be made. 

Proposed changes are placed on the ADAA website for public comments and suggested changes from interested parties. When this is completed the proposed changes are submitted through the proper State channels so that they will become official.
